They serve to establish uniform practices and common techniques used as guidelines to measure performance.

    For example, with one standard email system, a small number of administrators can maintain a system supporting all of state government. If the state had two email systems, the number of administrators and support staff would double with no corresponding benefit in functionality. The same principle applies to system designs, writing programs and setting up operations in a data processing center. All of which require certain individual skills, standard policies, procedures and equipment.

Standards List: User Hardware
High-End Workstation

The computer system should consist of the system unit, monitor, keyboard, mouse, and associated internal boards necessary to provide the configuration specified below.

Minimum Specifications:
  • System is compatible with all additional hardware and software standards.
  • System has a minimum of an Intel i7-9700 non-Optane 6-core processor.
  • System unit motherboard must have a PCIe x16 slot.
  • System unit motherboard must be configured with 16GB of DDR4 2666MHz RAM memory and be expandable to 64GB.
  • System unit must be compatible with Windows 10 Enterprise.
  • System must have integrated standard serial ATA II interfaces (primary and secondary) on the motherboard capable of connecting any standard serial ATA II drive.
  • System must include a solid state (SSD) hard drive with a capacity of at least 256GB.
  • System unit must include one (1) DVD/CD-RW drive with a minimum speed of 8x.
  • System unit must accept at least two (2) hard drives as shipped.
  • System must come with a tower chassis with a minimum of one (1) half-height drive bay.
  • System unit must be a tool free chassis allowing for tool free entry and tool free maintenance.
  • System unit power supply must provide sufficient power plugs to accommodate drives mounted in all drive bays.
  • System must come with a video adapter with at least 4GB of GDDR5 RAM installed capable of displaying full HD.
  • System video card shall have dual DisplayPort outputs.
  • System must be equipped with a Windows-enabled 104 key USB keyboard as a minimum.
  • System must be equipped with an ambidextrous USB wheel mouse.
  • System unit must support one physical external USB-C port.
  • System must include ten (10) USB external ports with at least four (4) on the front of the case. Four (4) ports overall must be USB 3.0.
  • System unit must come complete with all interface cables necessary to connect all system devices for operation.
  • System BIOS settings must be accessible without opening the case of the system.
  • System must be equipped with internal date/time clock with battery backup.
  • System unit must be shipped with enough drive mounting hardware to accommodate all drive bays.
  • System unit video, network, sound card, and hard drive controller must not be integrated onto the motherboard unless they can be disabled to allow use of separate cards.
  • System is ethernet compatible using a 10/100/1000 adapter that can auto-sense and configure the speed of the hub/switch.
  • System unit must come with a sound card and speakers.
  • System unit must be FCC Class B certified and UL approved.
  • System unit must have EPEAT bronze level certification or better.
  • System unit must have a minimum warranty period of five (5) years parts and labor and five (5) year on-site.
Desirable Specifications:
  • Manufacturer has toll free Tech Support, Internet access and email support.
  • System ships with an optical mouse.
